As reported by PBS NewsHour, the Ugandan legislature approved the deployment to join an International Stabilisation Force (ISF) proposed by U.S. President Donald Trump’s "Board of Peace"—a 20,000-strong multi-national security architecture commanded by U.S. Major General Jasper Jeffers.

To anti-imperialists, socialists, and class-conscious workers worldwide, this decision represents something far more sinister than benign humanitarian intervention. It is a textbook manifestation of neocolonial subjugation: a comprador African regime offering the working-class youth of its nation as military proxies to police, disarm, and manage an oppressed population on behalf of U.S. imperialism and Zionist settler-colonialism.

By dissecting the mechanics of this agreement, the geopolitics of the African bourgeoisie, and the structural asymmetry of the intervention, we see this deployment for what it truly is: an imperialist counter-insurgency operation designed to solidify colonial control over Palestine while ensuring the survival of Yoweri Museveni’s autocratic dictatorship in Kampala.

The Neocolonial Proxy: How Washington Outsources Pacification

The mechanism of this deployment reveals a clear blueprint for 21st-century imperial policing. Rather than committing American boots to the ground—where casualties trigger immediate domestic political backlash—the Western ruling class uses economic leverage, military aid, and diplomatic cover to contract out repression to regional client states.

The framing of the deployment under Trump’s "Board of Peace" exposes the predatory nature of the arrangement. This structure operates not as an agent of authentic Palestinian liberation, but as a mechanism designed to enforce an asymmetric order: disarming Palestinian resistance movements while preserving Israel's military dominance.

As detailed by the World Socialist Web Site, the UPDF deployment serves as a stark warning to the international working class. Museveni’s regime is offering Ugandan military power to secure Washington’s geopolitical footprint in the Middle East. Under the guise of "counter-terrorism" and "stabilisation," Ugandan troops are being placed directly in opposition to the Palestinian national liberation struggle. If Palestinian resistance groups refuse to voluntarily surrender their arms to a U.S.-led command structure, African soldiers will be forced to act as frontline combatants fighting Palestinian youth in the ruins of Gaza.

This strategy is not new; it mirrors Washington’s deployment of Kenyan police forces to Haiti to prop up a neocolonial regime in the Caribbean. In both cases, the imperial core extracts human power from the Global South to manage the crises generated by Western capitalism, empire, and military intervention.

Rubber-Stamping Colonial Tutelage: The Betrayal of Pan-Africanism

The parliamentary process in Kampala showcased the cynicism of the Ugandan ruling class. Motioned by Defence Minister Kiryowa Kiwanuka, the proposal was rushed through Parliament without basic operational details—including contingent size, deployment schedules, funding mechanisms, or a signed Status of Forces Agreement (SOFA). Lawmakers were ordered to approve the mission first and learn the legal terms later.

Writing in The Observer (Uganda), former State Minister for Foreign Affairs Asuman Kiyingi characterized the parliamentary vote as a grave failure of oversight and a betrayal of anti-colonial principles. Kiyingi observed that UN Security Council Resolution 2803 establishes a profound asymmetry: it demands the permanent decommissioning of weapons from non-state armed groups (Palestinians) while treating Israeli state forces as legitimate military partners.

For Uganda—which holds the chairmanship of the Non-Aligned Movement (NAM) for 2024–2027—joining a U.S.-commanded security force that excludes Palestinians from primary political self-determination is a direct rejection of anti-imperialist solidarity. The NAM’s founding tenets, forged in the crucible of mid-20th-century national liberation movements, explicitly oppose colonial tutelage and foreign military occupation.

The African Bourgeoisie and its Opposition

Since seizing power in 1986, Yoweri Museveni has positioned his regime as an indispensable military instrument for Western strategic interests in East and Central Africa. Whether in Somalia, South Sudan, or the Democratic Republic of Congo, the UPDF has consistently operated within imperialist-sponsored frameworks. In exchange, Washington and European powers have provided financial subsidies, military hardware, and political protection, allowing the Museveni dictatorship to suppress domestic political opposition and maintain its internal security apparatus.

The regime's alignment with Israel is equally explicit. UPDF Commander General Muhoozi Kainerugaba—Museveni’s son and designated successor—publicly declared that Uganda would enter a Middle East conflict on Israel's side if Israel faced defeat. Just days before Parliament voted on the Gaza deployment, Muhoozi unveiled a monument at Entebbe Airport honoring Yonatan Netanyahu, glorifying a 1976 Israeli military operation that violated Ugandan sovereignty.

Critically, the mainstream bourgeois opposition in Uganda offers no alternative to this imperial alignment. Having relocated to Washington to lobby U.S. foreign policy circles, Bobi Wine seeks to demonstrate to the American ruling class that the NUP can serve as a more reliable manager of U.S. geopolitical and economic interests in East Africa than the aging Museveni dynasty. The struggle, therefore, is not between pro- and anti-imperialist wings of the Ugandan ruling elite; both factions are committed to serving Western capital.

Worker & Youth Solidarity

The deployment of the UPDF to Gaza demonstrates how imperialism connects the oppression of working people across borders. The same global economic structure that extracts mineral wealth from Africa and subjects its working class to IMF austerity measures is the structure that enforces the occupation and dispossession of the Palestinian people.

African youth are being converted into fodder for imperialist operations—first extracting the resources that feed the global war machine, and then being deployed abroad to enforce the strategic objectives of Western capital.

For anti-imperialists, socialists, and trade unionists, the tasks ahead are clear:

1. Demand Immediate Withdrawal: Demand the complete cancellation of the UPDF deployment to Gaza and the immediate return of all African troops operating under imperialist command structures worldwide.

2. Expose the Comprador Class: Unmask the role of both the Museveni regime and the liberal bourgeois opposition, demonstrating that neither represents the anti-colonial interests of the African working class.

3. Build Transnational Class Solidarity: Link the struggle of African workers against militarism, dictatorship, and austerity directly with the Palestinian struggle for national liberation and self-determination.

Real peace cannot be built through U.S.-led military enforcement, nor can liberation be achieved through neocolonial proxy forces. It requires the independent political organization of the international working class—in Kampala, Washington, Tel Aviv, and Gaza—standing in unified opposition to imperialism, war, and capitalist exploitation.
